HCMC: IN PREPARE TO PUBLIC ALL AVAIABLE INFORMATION ON LAND-USE PLANNING ADJUSTMENT UNTIL 2020

Before August 30th, the People's Committee of Ho Chi Minh City is going to hold a public meeting to announce the Government's Resolution No. 80/NQ-CP dated June 6th 2018 on adjusting Land-use planning until 2020 and Land-use planning for the last period (2016 - 2020) in the area.

In parallel, the HCMC People's Committee has instructed various units to announce the Government's criteria for land-use decentralization for land-use planning adjustment up to 2020 in Ho Chi Minh City; to announce the map of land-use planning adjustments up to 2020 in Ho Chi Minh City; to announce of land use planning for the last period (2016 - 2020) in Ho Chi Minh City; to announce the eludication reports on the adjustments of land-use planning up to 2020 and the land-use planning for the last period (2016 - 2020) in Ho Chi Minh City.

Specifically, according to Resolution No.80 of the Government, the agricultural land-use criteria of the city in 2010 is 118,052 ha, by 2020 will have decreased to 88,005 hectares (down by 25%); Non-agricultural land is going to increase from 90,868 hectares in 2010 to 118,890 hectares by 2020 (up by more than 30%), urban land is going to increase from 53,841 hectares in 2010 to 62,704 hectares by 2020 (up by 16.4%). Unused land in 2010 was 635 hectares and by 2020 it is going to be dropped to 309 hectares, which means a decrease of 51.3%.

One of the important directives of the Government in Resolution No. 80 towards Ho Chi Minh City is to manage and to use land in accordance with zoning  and land-use planning, especially in areas where the land-use purpose is changed to restructure the economy towards the development of services and urban centers, to promote the auction of land-use rights, to overcome the issue of abandoning the assigned land or land for lease, and at the same time, to intensify the inspection, examination and handling of situations where the land has already been assigned or been leased but is unused, or is in use but with incorrect land-use purpose.

Over the past time, the city has put forward five main solutions such as: solutions for development investment, solutions for policy mechanisms, solutions which takes into account the adaptation to climate change and solutions for protection of agricultural land fund, solutions for the implementation  of each specific objective, creating motivation for socio-economic development and people's life in the city.

According to the groups of solution, the city will accelerate the completion of Thu Thiem New Urban Area; limit construction of tall buildings in the center area and zone land-use planning for underground space according to the Metro system to increase the land fund.

In addition, to encourage investors to relocate 474 existing condominiums which were built before 1975. Especially, in order to contribute to flooding prevention, HCMC is going to deploy the construction of flood control lakes; to force investors to build flood control lakes in urban areas and to call for investment fund for dozens of Flood urgent resistance projects etc.
